EPIC has championed and contributed to the passage of successful legislation in Colorado that has led to the Child Care Contribution Tax Credit (CCTC), Funding for Full-day Kindergarten, and Universal Preschool to name a few. EPIC advocates for the policy priorities below at all levels of policy-making, including legislation, rulemaking, and program implementation.
Priority #1: Advocate for policies that support children’s development and the child care needs of working families in Colorado
Child care enables families to work, and families need access to a variety of affordable, high-quality early childhood supports and choices for their children. Colorado must strive for funding and program administration that is an aligned, user-friendly, transparent, and effective system of resources centered on serving the needs of families and young children while ensuring that children have high-quality care and early education experiences.
EPIC supports:
- Implementation and program design of Universal Preschool (UPK), Colorado Child Care Assistance Program (CCCAP), and other programs supporting access for families that ensures accessibility for families, data transparency, quality interactions with government systems, and viability for providers.
- Early childhood programs and funding that meet the diverse needs of children and working families, including targeted resources for areas of highest need.
- Expanding equitable access to a mixed delivery system of child care, including public, private, faith-based, for-profit and nonprofit providers.
- Policies that incentivize employers to assist their employees with the cost of child care.
Priority #2: Advocate for investments in child care infrastructure to support and grow the economy
Child care is a critical service for economic development and growth in Colorado, supporting the workforce of today with care for their children and the workforce of tomorrow with high quality education that creates workforce readiness. The state must invest in the infrastructure necessary to support child care services. Communities and employers should be incentivized and supported to innovatively design, create, and sustain early child care and education facilities and services.
EPIC supports:
- Incentives and supports for employers, developers, land/building owners, government, and other community partners to invest in child care infrastructure and programs
- Real estate solutions, financial supports, and technical assistance resources to support the colocation, creation, retention, and expansion of child care facilities.
- Addressing regulatory barriers to the creation of expanded child care capacity and new child care businesses.
Priority #3: Advocate for policies that recognize and stabilize child care businesses
It is critical to elevate the voices of those providing critical child care services and ensure systems are designed to support and stabilize the child care sector through the development, design, and ongoing implementation of early childhood funds and programs. The business of child care is challenging, and in order to ensure a sufficient supply of services, policies that value and create financial stability for these businesses must be prioritized.
EPIC supports:
- Creating business and financial supports, technical assistance resources, and incentives for child care providers.
- Removing regulatory, administrative, and legal barriers to ensure child care business owners can enter and remain in the sector.
- Encouraging sustainable and scalable supports for retaining and growing the child care workforce.
- Advancing opportunities for child care business owners to participate in and inform policy.
